Utica is the first city in New York State to receive both a Downtown Revitalization Initiative (DRI) award and a New York Forward award. This project builds on the success of Utica’s 2019 DRI, continuing the city's momentum toward a stronger, more vibrant uptown!
Nestled in the Mohawk Valley along a historic corridor that has long connected communities and commerce across New York State, the City of Utica is defined by a collection of distinct neighborhoods that together shape its character and cultural identity. Within the City, the beloved Uptown District stands out as one of the City’s most charming and promising places.
The City of Utica is the recipient of a $4.5 million grant award from New York State Governor Kathy Hochul and the Mohawk Valley Regional Economic Development Council (MVREDC) through the fourth round of the NY Forward program. Building on the momentum of the Downtown Revitalization Initiative (DRI), the NY Forward program is intended to support more equitable downtown recovery for New York’s smaller communities with a focus on neighborhood scale commercial centers.
The NY Forward program provides smaller communities with planning and implementation support needed to attract more businesses, residents and visitors while also providing a higher quality of life for all residents.
Building on the momentum of its nearly completed DRI, Utica aims to advance a clear vision to strengthen Uptown’s historic character, walkability and culture as a multi-generational “all-day” neighborhood. This pedestrian-friendly area is poised for a revival, adding to the restaurants, cafes and locally owned shops already established in the district, while vacant buildings are refurbished to enhance charm and curb appeal.

The Uptown District will be a pedestrian-friendly, all-day neighborhood that has attractions for every age. Our neighborhood will be bustling with street-level restaurants, cafes, & mom-and-pop shops. Vacant, decrepit buildings will be refurbished & freshened; updated infrastructure will improve the district’s charm & curb appeal. We will support our existing cultural anchors and prioritize arts & recreation.
